You should probably update the article to be titled 'Papa John's Not Impressed With iPhone optimized website' as that would be accurate. Using a native app they could tap into location identification capabilities and streamline the order flow. Check out the Amazon iPhone app for an example of a retail app that has been built really well.

this happens so much with people – they can't tell the difference between apps and iPhone optimised sites… not a huge deal, but as Jeff says, an app can provide a better experience.
the problem here is that Papa Johns dove in too quickly without thinking about what would really get results, and now that they haven't got them, they have only themselves to blame… :)
Do they have a text message component with the mobile site? They could send a text message reminder or an e-coupon with a link to the mobile site. Give them a reason to click-through and make a purchase. etellyou.com
Or maybe people don't really need a customized app or website just to find a local pizza joint.
