In less than a month from now, the FCC will deliver a National Broadband Plan to Congress and the President, which may include a way to free up additional spectrum for wireless broadband services.

The census survey should include the ability to determine what type of phone service exists at each location (carrier, availability of 3G, and 3G frequency and speeds) before they consider robbing other planned users frequencies. If they have to give only 1 carrier the ability to have 3G frenquencys in an area that is fine because there are so many areas not covered by 3G by all major carriers. Besides, having all cariers cover the same area is just costly duplication. Let the phones cover all 3G frequencies, not the carriers deciding where they will cover and not cover and give a time table for completion or have their operation taken over by some other carrier!
