		<description><![CDATA[The simplest regulatory solution to this problem would be to ban carriers from the equipment business.  Effectively separate the two.  Carriers could still offer subsidies to new customers but they could not procure and resell equipment.  This would allow manufacturers to focus on producing equipment where a single SKU works on as many networks as possible.  OEM&#039;s would have to develop their channels further (both direct and indirect) rather than rely on carriers as a channel.  This would also simplify the equipment resale market, improve the value of used equipment for resale, provide a new business for retailers, reduce the obfuscation of equipment subsidy impacts on carrier contract terms, etc.]]></description>
