They say they want a percentage rather than a flat fee. This of course is unfair, and penalizes companies who would create more added value in their phones. A percentage enables Moto to get paid, not only for their own invention, but for Apple’s inventions also.

I suspect that it might be the latter. Motorola seem happy to licence to the rest of the players. Apple decided that they wanted to use Motorola’s IP without prior consent, effectively showing the whole IP system two fingers, the same system that they have used to their own advantage on several occasions. That does smack of double standards.
