		<description><![CDATA[I strongly disagree with the following statement: &quot;But it doesn’t dramatically change the existing safe harbor regime.&quot; In fact, redefining the intent standard to include &quot;willful blindness&quot; makes it far easier for copyright owners to prove intent than ever before and ISPs will likely have to be more proactive about taking down infringing content even before service of takedown notices.
