Verizon is wrong to charge more when they knowingly didn't qualify the line for higher speeds or made any effort to change the copper pair to see if higher speeds were possible. 3 - 7 megabits is possible upto 3 miles out of the central office, BUT the line (copper pair) must be in pristine condition for the highest speeds.

The problem is not the "As the Crow Flies" distance between the user and the CO but the length of the cable between them. If the cable takes an indirect path (which is usually the case), then you can be miles away from the CO when you measure the cable. Think of driving from one location to another as opposed to measuring the distance on a map or using a helicopter or VTOL Plane like a Harrier Jump Jet for the trip.

I have an independent DSL provider that has equipment in the local AT&T CO near my house, and I get 10mbps (advertised as UP to 20mbps, capable of 22mbps). AT&T offers only 6mbps maximum from that CO. Through their U-Verse service they offer 12mbps. So go figure.
My point is that this lady lives in Los Angeles, and if I know something about LA and the population and telephone lines, there is a CO every 1/2 to 1 mile. So, Verizon is full of it.

In UK people can get 4 Meg from 61dB attenuation lines, i.e. around 3.5 miles long.

So 768 sees very slow for ADSL, unless it was the G.Lite variant
