Force EVERYONE to write (comment) in the third person. This will immediately weed out a goodly percentage of the mouth-breathing, room-temperature-IQ types who will have no idea of what you’re asking them to do.

I sincerely hope that this suggestion has the high level of political incorrectness required to deter–in the name of righteous indignation–the very types you wish to take their comments elsewhere.
If it does not, I’ll make it explicit.

Slashdot’s Karma system lets users filter for good comments, and users can sort for reverse chron if they want.

Online astroturfers (PR companies or other villains) may control numerous accounts. Many of those accounts may be kept low-key and used specifically for voting (rather than vocal advocacy).
