When the Chinese government says one thing and does quite another, it simply ramps up its reputation around the world for being naive, sinister, and untrustworthy. Since, however, the Chinese government is obsessed with controlling the thoughts and knowledge of its own populace, it really doesn't care much what you and I think in any case.
Having said that, however, making such deep and hard divisions in policy and thought between what is true and what the people know leads to an increasingly isolated government increasingly unable to govern. China's future is anything but certain, and keeping its people in the dark is at best a gamble and at worst a strategic error that could bring about just the sort of economic and political disaster its leaders are so resolute and ruthless in trying to prevent.
