Sounds like they 1) don't have a strategy; 2) still don't get how apps on an iPhone have taken off and 3) are still stuck in "review" paralysis chronic in big old companies! Do you think they even own competitive devices?
digital bear, you said "Do you think they even own competitive devices? " and that pretty much undermines your whole comment. Nokia's smartphones are still hardware-wise pretty much the best on the market and Symbian is still the leading mobile OS. Granted, iPhone has momentum but a lot of it is hype.
Sounds like you compare Nokia's situtation to Apple's without understanding how different these two companies are. Nokia has a huge collection of excellent devices and somewhat lacking services which, to be honest, are getting better week by week. Apple, at least in the smartphone sector, still has only one device and it's mostly used in the U.S where Nokia has been practically absent for the past few years but as far as I've understood they're planning a comeback. We'll have to wait and see how that goes.
